Job Summary
The Contracts Officer position reports to the LASP Contracts, Compliance, and Procurement Manager and serves as liaison and business partner with CU’s Office of Contracts and Grants, Risk Management Office, Technology Transfer, University Counsel and CU’s Office of Research Integrity. The Contracts Officer will be required to coordinate closely with peers in other areas across LASP administration, including those working in human resources, contracts, and finance, on contractual matters affecting those areas. The LASP Contracts Officer also provides daily leadership and guidance to project managers, engineers, and scientists on their contracting needs.

What Your Key Responsibilities Will Be
Contracting
- Review, negotiate and draft research contracts/awards in line with University and laboratory policies, procedures, and risk profile.
- Assists and supports the Contracts, Compliance, and Procurement Manager on contract-related issues and initiatives as directed.
- Work with Program Managers and Business/Financial Analysts on matters related to proposing, managing, and processing contracts and subawards.
- Act as interface with internal and external personnel on contract-related matters, including LASP program and financial contacts, the University's Office of Contracts and Grants, subrecipient organizations and institutions, and sponsors representatives, including NASA Contracting Officers.
Compliance Support in Property, Export Control, Finance, and Leadership
- Stay abreast of University policies and procedures affecting subaward/contract matters and ensure LASP compliance.
- Develop record of contracting-related reports and deliverables owed to Sponsors and University and ensure timely LASP compliance.
- Work closely with LASP Export and Property Compliance Officer to ensure government property housed at contractor locations is properly documented and accounted for.

- Due to Export Control restrictions, only US Citizens and Permanent Residents may apply.
- Work onsite at CU Boulder campus a minimum of three days/week.

What We Can Offer
The salary range for this position is $78,500-$110,000. We offer a generous retirement plan that includes 200% matching for the first 5% contributed with immediate vesting. Relocation assistance is available per institute guidelines.

What We Require
- Bachelor’s degree.
- Minimum three (3) years contracting experience, preferably in an academic or R&D environment.
What You Will Need
- Must be able to handle multiple assignments and achieve or exceed program deadlines in a fast-paced environment while maintaining the highest standards of ethics and integrity.
- The ability to recognize unusual non‐routine situations and circumstances, assess and analyze issues and impacts, and provide alternative solutions.
- Exceptional organizational skills including document control and document storage understanding for all contractual matters.
- Excellent interpersonal skills, the ability to collaborate with varying levels of authority, reliability and enjoy working in a challenging and diverse work environment.
- Able to work in a positive and proactive manner to address issues and solve problems.
- Ability to communicate professionally and efficiently, particularly through challenging and/or novel situations
- Proficiency with Microsoft Office applications and SharePoint as well as ability to learn and use new software systems.
What We Would Like You to Have
- Five (5) years of experience in professional negotiation and contract management.
- Knowledge of aerospace industry, engineering procedures, contract interpretation and ability to understand technical issues.
- Experience in academia fundamental research universities/institute.
