Job Summary

The Associate Director for Export Controls assumes a critical role in CU Boulder’s research enterprise. The position will collaborate with the Office or Research Integrity, Office of Contracts and Grants, Office of Information Security, Venture Partners, other compliance units, campus leadership, academic units, CU Institutes and Centers, and faculty, as well as with industry and government partners to enable increased sponsored research—including restricted research—in emerging areas of interest.

This role will ensure CU Boulder's institutional compliance with laws and regulations related to international trade and technology transfer including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR) and the Office of Foreign Assets Control (OFAC) Foreign Assets Control Regulations and Sanctions (FACRS), Department of Energy Regulations (DEAR) and Federal Acquisition Regulations (FAR). This position leads the day-to-day operational, administrative, communication, database and record-keeping functions of the Office of Export Controls (OEC) and its staff. This position directs policy, prioritization, and task delegation of all assigned personnel to ensure international trade compliance functions are properly administered.

What Your Key Responsibilities Will Be

Management of Export Compliance Program

  • Working closely with the Director, manage and implement the campus export control compliance policies, procedures and systems, including obtaining licenses. Evaluate potential export control risks and develop solutions to eliminate or minimize those risks. Monitor and provide analysis of export control regulatory developments that affect the University’s export compliance efforts. Responsible for managing University compliance with federal export control regulations including the Department of Commerce Export Administration Regulations (EAR), the Department of State International Traffic in Arms Regulations (ITAR), Arms Export Control Act (AECA), Office of Foreign Asset Controls embargos (OFAC), Foreign Trade Regulations (FTR) and other applicable US export control regulations, including evaluating situations and making determinations regarding the interpretation and application of said export control regulations, and applying for licenses when necessary.
  • Design, draft and implement Control Plans, Transportation Plans, System Security Plans, and other security plans for foreign delegation visits, visiting scholars, and information exchanges. Along with the Director of Research Security and Export Controls, develop and implement internal standard operating procedures, university-wide policies and procedures to manage risk, export assessments, and undue foreign influence investigations and inquiries.

Supervise the day-to-day operation of OEC, including supervision of staff

  • Conduct export controls assessments for campus research and non-research-related activities on a risk-segmented basis, as required by export control laws and regulations. This includes assessment, documentation and issuance of export control determinations/guidance related to sponsored research proposals, awards, and sub-recipient agreements, international travel, foreign gifts and donations, international shipping, including managing relationships with customs brokers and other commercial carriers, international agreements, visiting scholar appointments and foreign hires (H1B and J1 visas), financial and sanctions compliance, technology transfer, self-classification of USML/ECCN items and defense articles, technology and access control plans, including monitoring compliance with such plans, and export license applications for relevant transactions and activities.
  • Coordinate security and export requirements related to the preparation of proposals, business plans, proposal work statements and specifications to include tracking Principal Investigator disclosures on foreign engagement, technology transfer issues, and other potential conflicts of interest.
  • Coordinate and conduct training on export controls compliance and advise on developments and changes in additional areas of government regulation.
  • Contribute to the larger compliance community by working closely with professionals across the University of Colorado System, and where appropriate, collaborating and sharing standard methodologies within a wider body of similarly situated universities.

What We Can Offer

The annual hiring range for this position is $110,000-$130,000. Onboarding assistance is available for eligible candidates.

What We Require

  • Bachelor’s degree and (4) four years of experience including supervisory or lead experience with a demonstrated record of increasing responsibility in administering or assessing compliance with export control programs in accordance with government regulations; experience with export controls and safeguarding sensitive data. An equivalent combination of education and experience may substitute.

  • Understanding of information assurance, contracting, and overall operational regulatory frameworks applicable to Departments of Defense (DoD), Homeland Security (DHS), Commerce (DOC), or other relevant government agencies, as well as to their associated industrial base.
  • Ability to work with a collaborative approach within a complex, dynamic, matrixed structure across colleges and university administration.

What We Would Like You to Have

  • Experience with classified research in this context is highly desired.
  • Experience with a demonstrated record of increasing responsibility in administering or assessing compliance with security programs per government regulations.
  • Progressive management experience and experience working in a collaborative and interdisciplinary role at, or with, an academic institution.
  • Experience with Fundamental Research Exclusion (FRE).
  • Export Compliance Professional Certification.
