Job Summary

The College of Engineering and Applied Science (CEAS) Dean's Office encourages applications for a Manager of Budget and Finance. This department provides administrative support and mentorship to more than a dozen CEAS departments and programs and is responsible for ensuring the overall operational effectiveness and efficiency of the college. This position will lead in areas of college budget preparation and reconciliation, financial report reviews, financial transactions, staff and faculty payroll and HCM management, and compilation and analysis of statistical information. Interacts with departments, programs, and other units daily to execute these responsibilities accurately and efficiently. This position is a key member of the CEAS Finance team.

What Your Key Responsibilities Will Be

Budget and Financial Status and Reports
  • Provide fiscal oversight and monitoring of the financial activities of the college funding sources including general, auxiliary, gift and plant funds.
  • Review monthly financial reports and provide analysis to the Director of Budget and Finance at the college, department and program levels. Produce a special budget or financial reports as needed.
  • Interact with University of Colorado Foundation to obtain data and provide analysis regarding CEAS gift funds.
  • Interact with the Office of Budget and Fiscal Planning to obtain data regarding the budget reconciliations for professional master’s programs, academic program allocations, and memoranda processing.
  • Interact with the CCO to ensure compliance at the College level with campus policy and procedure
  • Identify financial issues, training gaps and ensure appropriate training on financial processes and procedures to College level staff as well as department and program staff
  • Provide guidance to College level staff and the Engineering Advancement team on all items finance and procurement related.
  • Serve as a member of the College-wide Budget Officers Group to facilitate sharing of standard methodologies, to facilitate professional development, and to encourage collaboration between the units.
College Budget Preparation and Financial Reconciliation
  • Collect and analyze data from various sources to calculate allocations for review by the Director of Budget and Finance.
  • Build a staff salary budget and faculty salary budget each year as part of the annual budget process for the College.
  • Reconcile and distribute annual indirect cost recovery funding as well as Professional Master’s Program funding.
  • Reconcile Summer Session expenses and distribute funding.
  • Coordinate budget transfers to departments and programs with the approval of the Director.
  • Track annual commitments and ensure funding is sent quickly and accurately.
  • Coordinate and track start-up funding commitments, Named Positions, EEF funding, renovation funding, and other funding commitments to departments, programs, and faculty in a timely manner. Alert the Director of any issues identified and closeout completed projects.
Department and Program Support
  • Work with personnel to coordinate unit efforts with College efforts.
  • Assist units with sponsored research pre and post-award efforts, procurement, financial management, and other duties as assigned by the Director of Budget and Finance.
  • Coordinate finance, procurement, mFIN reporting, and other like duties associated with the partnership programs with CMU and Western State University.
  • Coordinate financial reporting, invoicing and revenue collection associated with the COSINC facility in Engineering.
  • Serve as a backup to finance managers in the event of short or long term absences or a vacancy.
Payroll, HCM, and Position Management
  • Facilitate all aspects of monthly and bi-weekly payroll for the Dean’s office, TCP, BOLD, and any other departments and programs as needed.
  • Ensure all new hires, changes, and updates that come through DocuSign are completed in HCM
  • Facilitate the Summer Salary for Research process for the entire College to set deadlines, setup and approve appointments, and to ensure compliance with the 3/9ths rule.
  • Track all faculty additions, changes, retirements/resignations, and other updates via a google sheet
  • Assist the Director of Budget and Finance with the annual merit process
Supervision and Other
  • Supervise and train the Finance and Payroll Coordinator.
  • Evaluates annual performance and on a continuous basis for mentorship and performance feedback, setting goals, cultural leadership, and any disciplinary action as needed.
  • Ensures compliance with University and College policies. Approves leave requests and monthly timesheets.
  • Provides day-to-day management of professional development and feedback.
  • Serve as backup to the Director.
  • Undertakes other duties and responsibilities as assigned.

What We Require

  • Bachelor’s degree and five years of professional-level experience in financial and budget activities or other relevant experience. An equivalent combination of education and experience may be substituted.

What You Will Need

  • Proven understanding and application of internal accounting control principles.
  • High-level computer skill proficiency in Microsoft Office Suite (particularly Word and Excel).
  • Proven effectiveness in written and oral communications, collaboration and problem solving.
  • Proven skills in analysis, also ability in leading, planning, organizing and implementing accounting and budgetary principles.
  • Proven high customer service skills and have the ability to effectively communicate verbally and in writing utilizing informal and formal communication.
  • Demonstrated analytical skills including experience with computer office products and software used in financial analysis, capturing data, and preparation of high-quality presentations.
  • Strong attention to detail and accuracy.
  • Ability to work independently as well as on a team.

What We Would Like You To Have

  • Master’s degree business, finance administration or a related field.
  • Experience working in higher education budgeting and finance. 
  • Experience working with budget management in an academic and administrative structure, procedures, rules, expectations, policies, regulations, formal and informal norms affecting business operations.
  • Prior supervisory experience and responsibilities. 
  • Experience with PeopleSoft finance and HR systems.
  • Proven ability to build and maintain effective and trusting working relationships with faculty, administrators, and staff. Strong knowledge of accounting and budgeting in all funds (general, auxiliary, gift, grant, and plant) as well as an understanding of the CU Foundation accounting system.
  • Sensitivity to and appreciation of cultural, political and geographical differences, with ability to work well with faculty, staff and students from around the world.
