The Office of Institutional Equity and Compliance is currently seeking candidates for an open position with our case resolutions team!
The position of Civil Rights Compliance Specialist is a strategic position that aids in the prevention and elimination of incidents of protected class harassment, discrimination, and related retaliation at CU Boulder. This position will educate the CU Boulder community about the Nondiscrimination Policy and advise constituents about the procedures to file a complaint and the grievance and adjudication processes. As an investigator, the position will work with others on the case resolutions team to lead investigations addressing allegations of potential policy violations, including writing findings and determinations of responsibility. Additionally, this role will apply other remedies-based options to tailor specific resolutions to the unique facts and circumstances of an incident(s). This position will specialize in protected class discrimination and harassment analysis, including cases involving individual animus, disparate impact, and program review for non-compliance.
This position will work collaboratively with numerous on and off campus resources, such as the Office of Victim Assistance, Office of University Counsel, ADA Compliance, Human Resources, Ombuds Office, Faculty Affairs, Office of Student Conduct and Conflict Resolution, Residence Life, CU Police Department, Student Support and Case Management, Counseling and Psychiatric Services, and the Boulder Police Department.

What Your Key Responsibilities Will Be
- This position will lead and conduct protected class discrimination, harassment, and related retaliation investigations by gathering information in an efficient manner, including interviewing complainants, respondents, and all relevant witnesses in a supportive manner that considers culturally diverse needs; collecting other relevant documentation and evidence; analyzing and synthesizing information gained through the investigation process and composing a final report detailing the information obtained and the reasoning used to reach determinations regarding responsibility in a timely manner. Conduct other remedies-based case resolutions tailored to specific circumstances that help prevent behaviors from reoccurring and bridge the gap between intention and impact. Facilitate adaptable resolutions as needed.
- This position provides thorough information to parties, including details regarding the policies and procedures used and enforced by the OIEC; evaluates the nature and urgency of a situation in collaboration with the case resolutions team to determine the appropriate course of action; refers parties to resources and coordinating such referrals with those agencies and departments; establishes and maintains case files; performs database entry, maintains electronic files, and ensures cases are entered appropriately and consistently.
- As a Civil Rights Compliance Specialist, this position will handle complex and sensitive case resolutions and provide mentorship and guidance to other team members on case strategy, analysis, and determinations.
- This position remains informed on applicable law, policy, trends, and principles affecting the area of protected class discrimination, harassment, and equal opportunity. This position will conduct research and assist with program development as requested, including assessment and reviews of campus programs to ensure compliance with the Nondiscrimination Policy and applicable laws. This position will provide education, guidance, and advice to the campus related to compliance with all federal, state, and regent laws pertaining to equal opportunity. The position may assist in the development and implementation of assessment plans to monitor the community climate regarding discrimination, harassment, and related retaliation and departmental or program non-compliance as requested.
- This position may be tasked with investigating allegations under the Sexual Misconduct, Intimate Partner Violence, and Stalking Policy, depending on department needs.
- This position has the opportunity to serve on committees and attend open forums, trainings, and seminars to foster and increase connection with other campus resources. This position is encouraged to research trainings applicable to OIEC policies/procedures, including changes in the law that impact the OIEC, and make suggestions to the OIEC regarding appropriate and/or necessary trainings regarding improvement of policies and procedures. This position will work with the Vice Chancellor for the OIEC to advise campus administrators on policy and procedural matters as needed.
What We Can Offer
- Starting salary range is $95,000 - $103,000.

What We Require
- Bachelor's degree. Education substitution:
- Appropriate experience may substitute for the Bachelor's degree requirement on a year for year basis.
- Five years of experience conducting internal investigations into protected class discrimination and harassment.
- Experience substitution:
- JD with civil rights coursework plus two years of investigative experience.
What You Will Need
- Extensive training in the area of discrimination and harassment law, including civil rights laws such as Title VI, Title VII, and Title IX.
- Specialized training in conducting investigations and understanding and interpreting federal, state, and local laws, which are often complex and require a high level of analytical thinking.
- Demonstrate integrity and cultural awareness during interactions with students, staff, and faculty.
- Fair and equitable decision-making throughout an investigation.
- Decisions/reports and advice be based on logical reasoning and clear written analysis.
- Extensive knowledge of the policies enforced and procedures applied by the OIEC.
- Interviewing numerous individuals in order to assess individual needs and recommend appropriate resources and courses of action.
- Collecting information from a diverse population in an efficient and supportive manner with awareness and consideration of cultural needs.
- Assess many courses of action and determine the appropriate response.
- Accommodate the needs of the parties, which requires detailed knowledge of the resources both on and off campus.
- Strong verbal communication skills, significant writing experience, and solid research skills for writing reports.
- Collaborative approach and teamwork with fellow investigators.
What We Would Like You to Have
- J.D. or advanced degree in a relevant field strongly preferred (for example, ethics and compliance, sociology, criminal justice, social work, psychology, etc.).
- Two or more years of experience working in a higher education setting strongly preferred.
- Experience drafting written determinations for discrimination, harassment, or related retaliation investigations.
