Job Summary

The Continuity of Operations Planning Coordinator (COOP) will support the projects and objectives of the University of Colorado Boulder Emergency Management Unit. The Continuity of Operations Planning Coordinator (COOP) will serve as the unit’s coordinator for all COOP activities to ensure the department can perform its critical functions during an emergency.  This position coordinates COOP activities across the University to ensure continuous and safe operations under any environment for faculty, staff, students and other members of the University community.

What Your Key Responsibilities Will Be

Continuity of Operations Plan Development
  • Collaborate with internal stakeholders and guide CU Boulder departments, divisions, and work units in developing continuity of operations plans that focus on maintaining mission critical essential functions. 
  • Research and implement tools and methodologies for facilitating planning.
Program Management 
  • Develop and implement a program strategy for progressing continuity of operations planning at CU Boulder. 
  • Develop and maintain a timeline for plan development that aligns with the overarching priorities of the institution. 
  • Oversee plan maintenance schedule.
Continuity of Operations Plan Drills and Exercises
  • Design and conduct Continuity of Operations Plan (COOP) drills and exercises.  
  • Develop tabletop exercises to help departments, divisions, and work units identify additional planning needs and gaps in procedures and resources. 
  • Work with the Training and Exercise Coordinator to develop drills, functional exercises, and full-scale exercises to aid in helping university entities test their capabilities for implementing COOP plans during simulated incidents.  
Administrative and Representation
  • Develop and maintain emergency and disaster recovery resources contact and list serves.  
  • Conduct the necessary administrative tasks associated with the Continuity of Operations Program.  
  • Serve as an alternate CU Boulder emergency management liaison to internal and external partner and stakeholder groups. 
Event Support
  • Assist the Events Management Unit plan for special events, ready event safety and security systems, and implement plans during the special event.

The anticipated salary range starts at $45,000 commensurate with experience and qualifications.

What We Require

  • A Bachelor’s degree from an accredited college or university in Emergency Management, Business Administration, Management, Public Administration, Political Science, or a related field; or year for year experience may be substituted for the educational experience. 
  •  A valid Colorado driver’s license or the ability to obtain a Colorado driver’s license.

What You Will Need

  • Skills in analysis and problem solving.
  • Excellent oral and written communication skills and the ability to prepare and present professional reports and program materials.
  • Demonstrated use of strong communications skills, ability to remain calm, professional and functional during stressful circumstances, willingness to work as a team member.
  • The ability to collect, organize, retain, analyze and produce information related to emergency management.
  • Experience in emergency management or continuity of operations planning concepts, practices, and policy development.
  • Ability to work independently, and prioritize work assignments and resources.
  • Working knowledge of computer systems, database and spreadsheet management, and Microsoft Office products.
  • The ability to use technology to work and communicate, and the ability to assist in developing strategies for the use of technologies such as: online collaboration tools, video conferencing, etc.

What We Would Like You To Have

  • Certificates in Continuity plan development.
  • Experience working on a higher education campus with a campus-based population.
  • Experience working as a full time staff member of an emergency management agency.
  • Familiarity with Emergency Operations Center Functions and experience working in an Emergency Operations Center during a real world incident.
