Job Summary

The mission of the Office of Contracts and Grants (OCG) is to help UCB faculty, staff, and students obtain and manage external funding for sponsored projects.  OCG is committed to protecting the University’s interests by reviewing and approving the submission of sponsored project proposals; negotiating contract and grant awards; monitoring the implementation and administration of sponsored projects; initiating and implementing policies and procedures; providing training to faculty and staff; and serving as the University’s liaison with sponsors and regulatory agencies.

The Office of Contracts and Grants (OCG) is the bridge between faculty, staff, students and research funding. We provide expertise in proposal development, negotiations, compliance and timely reporting.

What Your Key Responsibilities Will Be

The OCG position of Contracting Officer is responsible for protecting University interests related to business of university research by:
  • Facilitate the negotiation and execution of contract documents to support sponsored project proposals on behalf of the University, while protecting the legal and business interests of the University. 
  • Ensure that University commitments are in accord with legal, regulatory and University requirements and best practices and are properly documented and approved;
  • Represent the University and work directly with sponsors including federal and non-federal sponsors, state agencies, businesses, foundations, and other universities.  
  • Work directly with University faculty, research administrators, and students to ensure that contracts resulting from successful proposals reflect the sponsor and University requirements and are timely processed and executed.  
  • Negotiate and manage CU research agreements without funds, e.g. nondisclosure/ confidentiality agreements, teaming agreements, center membership agreements, facilities use agreements, software licenses, and data licenses. 
  • Have the ability to analyze information to identify issues, define problems, and formulate resolutions.
  • Recognize and address federal and University compliance issues.
  • Assist with special initiatives which may include participation in training and outreach activities, involvement in the professional associations of the field of Research Administration and contracting, and participation in Quality Assurance programs, among others.
The expertise provided by the Contract Officer includes 
  • A knowledge of federal regulations, state statutes, University policy, best practices and project requirements;
  • An understanding of the administrative processes and procedures for the preparation and/or review of contract documents and templates, both internal and external to the University, including consistency of provisions and terms within the contract documents (i.e., statement of work, contract, attachments),
  • A basic knowledge of cost accounting standards and specific requirements for federal awards; 
  • An ability to identify and address potential risk and/or contractual issues; 
  • An ability to use diverse electronic submission and tracking systems and to help investigators navigate these processes; 
  • An ability to guide investigators and other University personnel through business decisions related to contracts; 
  • An ability to set priorities, manage time effectively, and meet multiple deadlines; 
  • An ability to provide prompt and effective customer service to University stakeholders; and
  • An ability to represent the University to external sponsors and provide liaison with internal departments, (e.g. Office of Research Integrity; Sponsored Projects Accounting, Technology Transfer, Export Control, academic departments, centers, and institutes).
Each Contracting Officer has a specific set of University clients including a variety of institutes, schools, academic departments and works directly with University faculty, research administrators, and students.

What We Require

  • Baccalaureate degree.
  • At least two years of prior translatable work experience is required (contract formation, negotiation, administration and/or management).
  • Demonstrated proficiency in the use of computer systems to include Microsoft Excel, Word and PowerPoint.

  • Ability to broadly consider the interface between OCG teams and other campus units within the lifecycle of an award.
  • Seek to stay informed and educated on changes within the contracting field both in university perspective and the larger context of the contracting profession.

What We Would Like You To Have

  • Knowledge of the Federal Acquisition Regulation (FAR) and other agency acquisition and supplements.
  • Experience with Sponsored Research Agreements (SRA) or related contractual agreements.
  • Experience with industry contracts, specifically federal flow through terms and conditions. 
  • SRA, NCURA, and/or NCMA membership and involvement. 
  • CRA Certification.
