The Exchange for Local Observations and Knowledge of the Arctic (ELOKA) welcomes applications for an Outreach and Network Manager position to be based in either Boulder, CO, or Alaska. The Outreach and Network Manager will work closely with ELOKA team members and partners to support partner and network activities to develop and apply data management systems for communities across the Arctic, including a number of partners in Alaska.

Who We Are

ELOKA works in partnership with Arctic residents and organizations to facilitate the collection, preservation, exchange, and use of local observations and Indigenous Knowledge of the Arctic. ELOKA fosters collaboration between resident Arctic experts and visiting researchers, provides data management and user support, and develops digital tools for storing and sharing knowledge in collaboration with our partners. By working together, Arctic residents and researchers can make significant contributions to a deeper understanding of the Arctic and the social and environmental changes ongoing in the region. ELOKA is based at the National Snow and Ice Data Center, which is part of the Cooperative Institute for Research in Environmental Sciences at the University of Colorado Boulder.

The Cooperative Institute for Research in Environmental Sciences (CIRES) is an internationally recognized leader in innovative environmental science and research and is located at the University of Colorado Boulder. At CIRES, more than 800 environmental science professionals work to understand the dynamic Earth system, including people’s relationship with the planet. CIRES is a partnership of the National Oceanic and Atmospheric Administration (NOAA) and the University of Colorado Boulder, and our areas of expertise include weather and climate, changes at Earth’s poles, air quality and atmospheric chemistry, water resources, solid Earth sciences, and more. Our vision is to be instrumental in ensuring a sustainable future environment by advancing scientific and societal understanding of the Earth system.

ELOKA’s current focus, funded by a five-year NSF award, is on enhancing the use and usefulness of data management tools in collaboration with our network of partners. ELOKA’s partners are based in Alaska, Canada, Greenland, and Fenno-Scandinavia/northern Russia. ELOKA works directly with partners to develop and improve tools that can meet the data protection and sharing needs of Arctic residents and knowledge holders, enabling diverse local information needs and uses to be addressed. ELOKA creates opportunities for network-building and sharing knowledge among partners and projects. ELOKA coordinates working groups focusing on place names and cultural knowledge documentation and long-term environmental observing. ELOKA partners are co-developing approaches to enhance the use and usefulness of knowledge sharing tools, and are developing an approach to evaluating the work that we do together as a network.

What Your Key Responsibilities Will Be

Outreach and network support:

  • Lead coordination and communication with partners, including scheduling regular check-in meetings and tracking progress on project goals.
  • Organize network activities on zoom and in person, including network-wide meetings and working group meetings. This may include finding and booking venues, arranging air travel, developing meeting agendas, arranging for interpretation and translation services, meal planning, etc.
  • Help to develop and deliver trainings to ELOKA partners in how to use ELOKA products and get input about how to enhance the usefulness of products.

Science communication:

  • Work with ELOKA staff and partners to develop news stories for the ELOKA website and newsletter.
  • Develop reports for funders and others about progress on current network activities and partner projects/products.
  • Represent ELOKA at relevant meetings and conferences, such as the Interagency Arctic Research Policy Committee (IARPC) collaboration team meetings, events hosted by the Arctic Research Consortium of the U.S. (ARCUS), and conferences such as the Alaska Tribal Conference on Environmental Management.

Research and training (based on interest):

  • Help to develop and deliver trainings about ethical approaches to collaborative data stewardship with Indigenous communities for members of the Arctic research community, in collaboration with partners of ELOKA such as the Navigating the New Arctic Community Office and the Arctic Data Center.
  • Contribute to academic publications that share ELOKA’s approach and the learning that is happening through our network activities.

What You Should Know

  • ELOKA is funded under a five-year NSF award (Feb. 2021 - Jan. 2026). We currently have funding to support this position full-time for two years (fall 2022 - fall 2024) and hope to identify additional funding to continue the position through the end of the NSF award. In addition, there is potential to adapt this role to take advantage of other sources of funding support at NSIDC as needed.
  • The hiring and administering of this position will be through the National Snow and Ice Data Center (NSIDC), which is part of the Cooperative Institute for Research in Environmental Sciences (CIRES) at the University of Colorado at Boulder.
  • This position will be physically based either at the University of Colorado Boulder campus in Boulder, Colorado, or remotely from Alaska, depending on the preference of the candidate. Given the specific knowledge and skills required we are open to considering a fully remote candidate based anywhere else in the United States. This position will require periodic travel (approximately 3-4 times/year, with trips lasting for approximately 3 - 5 days), including to remote areas of Alaska and other parts of the Arctic. Our target start date for this position is on or before October 1, 2022.

What We Can Offer

  • We will offer a competitive salary and a comprehensive benefits package.
  • The annual hiring salary range for this position is $58,000 - $77,000 per year for a full-time appointment. Salary is commensurate with education and experience and determined based on our CIRES internal career track classification.
  • This can be filled as either a full-time or part-time position (with at least 70% time expected).
  • Reimbursement for some relocation expenses to Boulder or Alaska is available for this position following CIRES and the University of Colorado’s relocation processes and procedures.

What We Require

  • Bachelor’s degree.
  • Prior work experience that required knowledge of Arctic or Indigenous communities and/or organizations, with preference for those working with Indigenous organizations or communities in Alaska.

What You Will Need

  • Excellent project management skills with the ability to track and support multiple projects involving diverse collaborators located in different time zones.
  • The ability to communicate effectively with Arctic community partners, Indigenous knowledge holders, and researchers.
  • The ability to facilitate engaging meetings, both online and in person.
  • The ability to contribute to a highly collaborative, distributed team.
  • Excellent writing, editing, and communication skills
  • Technical competence in working with email clients, cloud-based file sharing platforms, and other web-based collaboration tools.
  • Willingness to learn and teach others to use different software tools at a basic level of competence, such as geospatial data applications and custom-built software tools developed by ELOKA for our partners.

  • Degree in a field related to ELOKA’s work (preferred fields include anthropology, environmental studies, Indigenous studies, community development, computer science, rural studies).
  • Graduate degree or equivalent experience, including leadership experience working directly with Arctic communities and Indigenous Peoples, and/or engaging directly with Arctic research communities.
  • Experience working with remote or rural communities.
