Job Summary

The Institute of Behavioral Science (IBS) encourages applications for a Pre- and Post-Award Professional position! This role manages pre-Award support for the Program on International Development as well as backup pre-Award support for the Population Program and Health & Society Program. The position also manages Post-Award financial support for the CU Population Center, Population Program, Health & Society Program and Program on International Development.

In coordination with the Finance Director, this position may, at times, provide support to other IBS Centers and Programs in a collaborative effort to support IBS as a whole Institute. This includes but is not limited to accounting, procurement, producing and maintaining financial reports influencing Institute-wide business decisions, providing oversight and maintenance of changes to Center and Program staffing and funding, creating advisory reports, providing communications relating to the accurate assessment and sound maintenance of the Institutes’ financial databases and processes, supporting research activities and participating in the submission of externally funded grant proposals. This role works in close consultation with various campus offices including the Procurement Service Center, the Office of Contracts and Grants, the Campus Controller’s Office, and Human Resources and the Human Resources Service Center.

What Your Key Responsibilities Will Be

  • Manage proposal submissions by preparing proposal budgets using the university format: build and revise multi-year budgets while advising Principal Investigators (PI’s) of any budget restrictions, allowable costs, and applicable indirect cost rates. Proposal budgets range from ~$30K to several million. Complete funding agency budget forms and other submission documents as appropriate. Work with PIs to gather the required information. Complete required Office of Contracts and Grants forms. Convert and upload files to agency websites. Coordinate with collaborators on proposals including other CU departments and outside agencies, whether IBS is the primary or secondary unit. Review completed proposal packages for compliance with the relevant guidelines. Keep tabs on shifting sponsor requirements. Formal submission to OCG. Assist with proposal revisions, including pre-award budget cuts.
  • Manage post-award processes including but not limited to Payroll Funding Distributions, Sub-Award and Consultant Services setup and payment, Procurement, Reimbursements of various types (personal, travel, etc.), expense processing, assisting with human resources needs (position creation, posting, etc.), assurance of compliance to all applicable regulations and any specific Sponsor requirements, Journal Entries, Payroll Expense Transfers, analysis and reporting on budget expenditures (expenditure history and expenditure projections). In addition, this position organizes and maintains all project-related materials, including those related to sensitive and confidential project processes invariably including human subjects-related events from submission of protocol requests to providing ongoing oversight and advice on the appropriate response to protocol requirements. Authority is vested in this position to also create and recommend improved processes to ensure compliance with all foreign, US Federal, state and local regulations and policies governing the management of grant-related activity.
  • Analysis of financial data such that the production of accurate reports can be made for both the Program Director and the Finance Director of the Institute regarding potential problems in the management of each assigned Program’s finances. Supports post-award management of grants for the research personnel in the assigned Center and Programs. This includes review and analysis of budget detail in the proposal stage of project submission, as well as in the post-award phase of grants management under standard Generally Accepted Accounting Principles (GAAP) procedures and Uniform Guidance.
  • Provides system-informed advice in the coordination of these administrative functions facilitating their successful execution. Directs these program personnel in HR, Marketplace, and Concur support functions. This includes the review and implementation of procurement requests ensuring conformance to statutes, rules, regulations and procedures governing these processes. Additionally, the position assists with travel-related functions. This includes the provision of support for all individual and group travel (faculty, staff, and visitors) for assigned Center and Programs.
  • Assists the Finance Director in central IBS financial functions such as reviewing and assisting in the compilation of the quarterly DAICR report, the IBS Budget report to the Board, IBS Cost Pool Calculations and additional Institute-level financial reports as requested. Entering journal entries for central IBS business needs. Accompany and/or represent the Finance Director at relevant events.
  • Coordinates hiring of faculty research personnel, temporary and hourly employees, and consultant/independent contractors, including monitoring and adjusting/correcting employee funding distributions.

What You Should Know

  • This position offers a hybrid work modality with 2 days on-site on the CU Boulder campus and 3 days of remote work per week, Monday through Friday during standard business hours (8:00 am - 5:00 pm). 

What We Can Offer

The hiring range for this position is $65,000 - $73,000 annually.

What We Require

  • Bachelor's Degree and 3 years of professional job-related experience including grant, research administration, finance/accounting, and/or HR experience, or an equivalent combination of education and experience may substitute.

What We Would Like You to Have

  • Three years experience in grant budget development, submission, and post-award management.
  • Experience working in the Microsoft Office suite environment and with the Adobe Acrobat Professional software.
  • Experience with HR, financial, expense, and travel systems.
