Job Summary
The McNail Scholars Program at CU Boulder is encouraging applications for the Program Manager position! This half-time (0.50 FTE) university staff position is the operations lead of the McNair Scholars Program. This TRiO project is currently funded through 2027. It has been renewed at the University of Colorado Boulder since 1995.
The Program Manager reports to the Program Director who is the staff co-principal investigator on this sponsored project. The Manager works as part of a collaborative 3-member team to implement the plan of operations and serves as a delegate on independent projects.
The Manager contributes to the outreach cycle of recruitment, admissions, and orientation; the retention cycle of coaching, instruction, and enrichment activities; the financial cycle of budget, procurement, and reconciliation (including scholarship disbursement and work study requests); and the evaluation cycle of data collection, assessment, and reporting.
This position leads a high-contact/mixed-modality model of student success into a 2-year pathway of academic services that improves post-baccalaureate outcomes for eligible participants. This position requires collegiality, professionalism, and problem-solving initiative under a high-volume, highly collaborative workload.
The Manager works with the program director to meet objectives and compliances based on federal and institutional guidelines using an applied knowledge of EDGAR and the OMB Uniform Guidance. This knowledge includes an understanding of TRiO legislation/regulation with an ability to analyze, synthesize, and justify the plan of operations in relation to external and internal collaborators.

Who We Are
The Ronald E. McNair Postbaccalaureate Achievement Program at the University of Colorado Boulder is a federally funded educational opportunity program that serves 25 TRiO-eligible students as part of the pre-college to post-baccalaureate pathway in the Student Academic Success Center (SASC). SASC is an educational opportunity center in the Office of Undergraduate Education within Academic Affairs. What Your Key Responsibilities Will Be
Program Management:
Manages daily operations of this post-baccalaureate preparation program through its annual cycle from student outreach to alumni relations. Works with Director to implement plan of operations, including scholarship disbursements, caseload management, workshop facilitation, enrichment activities, and collaborative efforts with center, campus, and community partners. Performs independent duties delegated by Director to ensure delivery of required and permissible services, including event planning, course coordination, and other program activities.
Records Management:
Works with Director to design and implement record management for program assessment, including formative and summative evaluation of resources (inputs), services (outputs), and objectives (outcomes). Coordinates and contributes to improvement of all record-keeping systems, including caseload files, mentor handbooks, collaborator reports, and program database. Works with Director on collecting, assessing, reporting, and applying annual performance data.
Budget Management:
Works with Director to manage procurement, travel, and other operational expenses with direct oversight of monthly budget-to-actual transactions. Works with Director to ensure compliance with federal, state, and university policies with applied knowledge of EDGAR and OMB Uniform Guidance. Coordinates scholarship/stipend disbursements and conference/site-visit travel requests for students and other personnel. Collaborates with SASC Administration on maintaining auditable financial records.
Communications Management:
Works with Director to implement multimedia communication plan for recruitment of students, training of faculty mentors, stewardship of donors, and outreach to alumni. Designs and maintains website, newsletter, and social media accounts. Works with Director on strategic relations material for internal/ external collaborators.
What You Should Know
- Work schedule set to be Monday to Friday, 20 hours per week for 12 months per year. Additional evening or weekend hours as needed.
- Hybrid work schedule with some in office days required.
- This position is funded through a grant through September 2027, with the goal of receiving additional grant funding beyond that date.

The annual salary for this position at 50% time will be $27,500.

What We Require
- A bachelor's degree in any field.
- A minimum of one (1) year of student-centered experience such as advising, tutoring, or work study supervision at a 2-year or 4-year higher education institution.
- A minimum of one (1) year of administrative experience with duties in budgeting, record keeping, and event planning.
What You Will Need
- Knowledge of TRiO legislation, regulation, and history or the immediate capacity to develop this expertise.
- Practical experience working with TRiO-eligible students or life experience as a TRiO-eligible student. Skills in data management and social media marketing.
- Professional knowledge of standard processes in post-baccalaureate or "alt-ac" preparation for special populations.
- Expertise in facilitating multi-modality workshops/services for on-campus and online participants.
What We Would Like You to Have
- A master’s degree in a STEM field. Practical mastery of Blumen database.
- TRiO alumni status or 1 or more years of higher education teaching experience may be substituted for up to 1 year of the 2-year minimum years of experience (see Minimum Qualifications).
