Job Summary
Are you ready to play a pivotal role in safeguarding space science? We are seeking an experienced Senior Export Control Officer to lead and manage LASP’s export compliance program. This role is critical to ensuring our lab’s activities align with U.S. Government regulations, including ITAR, EAR, and OFAC. You will serve as a strategic advisor to LASP leadership and personnel, guiding the lab through complex regulatory landscapes while enabling groundbreaking research.
This position will report to the Executive Associate Director/COO of LASP and collaborates closely with the CU Boulder Export Control office in the Research & Innovation Office (RIO).
This position offers a hybrid work schedule with at least three days a week onsite at LASP.
Who We Are
LASP is a world-renowned space science research institute at the University of Colorado Boulder employing over 700 scientists, engineers, support personnel, and students. The University of Colorado receives more NASA funding than any public university in the country, due in large part to LASP programs. Professional engineers work closely with scientists and assembly technicians in designing and building space flight hardware while helping mentor students as entry-level engineers working on these programs. What Your Key Responsibilities Will Be
Export Controls and Research Security Compliance:
- Provide expert guidance on ITAR, EAR, OFAC, and other export/import regulations
- Triage emerging research security risks and with oversight from CU Boulder’s Research Security Lead, implement mitigation plans for LASP personnel
- Assess and document export control implications for international agreements, travel, shipping, scholar appointments, and more
- Draft and manage Technology Control Plans (TCPs), license applications, exemption certificates, and compliance documentation
- Conduct restricted party screenings and support visa assessments for international scholars
- Maintain export control databases and equipment inventories
- Review and advise on contractual language for MOUs, NDAs, MTAs, and other agreements
- Develop and deliver training materials for LASP personnel
- Serve as LASP’s primary liaison to CU Boulder’s Export Control office
Physical Security of Controlled Facilities:
- Oversee operations and compliance of LASP’s controlled facilities
- Develop and enforce facility access policies and procedures
- Conduct regular audits of access control lists
- Screen visitors, vendors, and tour attendees for compliance
- Lead foreign national program oversight while fostering a collaborative research environment

What We Can Offer
- $90,000 - $125,000 per year

What We Require
- Bachelor's degree
- Four years of experience in export compliance, including processing export licenses for USML and CCL-controlled items
- Experience with confidential security and personnel issues
What You Will Need
- Ability to understand complex technical information in research proposals and agreements
- Advanced knowledge of US Export Control laws and regulations
- Understanding of recent US export control reforms and initiatives, including a solid understanding of exceptions and exclusions
- Demonstrated ability to think strategically and integrate export licensing requirements with LASP’s international research objectives
- Ability to evaluate internal controls and understand organizational risk, implementing appropriate policies or procedures to ensure compliance
- Proficiency in Microsoft Office Suite
- Demonstrated proficiency in communicating complex regulations and policies to non-experts
- Ability to participate in multi-functional teams working to solve complex export/import problems and drive issues to conclusion
What We Would Like You to Have
- JD or graduate degree in a related field
- Export compliance experience at an academic institution or research organization
