Job Summary
The Department of Civil, Environmental & Architectural Engineering (CEAE) at CU Boulder welcomes applications for the Senior HR Generalist & Faculty Specialist! This position plays an integral role in providing human resources support for all employee groups within the unit. This role oversees recruitment and onboarding, faculty promotion and tenure, the performance evaluation process, payroll, and all other employee support functions for the department. This position works closely with the CEAE department Chair on operational planning, and collaborates with College and Campus HR to develop, recommend improvements, and implement HR processes for CEAE.

What Your Key Responsibilities Will Be
HR GENERALIST
Recruitment and Hiring:
- Manages the administrative processes for hiring department personnel, including: hourly student employees, contract graduate student employees (Research & Teaching Assistants & Graduate Part-Time Instructors), temporary employees, research faculty, and permanent classified & university staff.
- Works alongside Hiring Managers to create and review position descriptions. Ensures that permanent staff positions are reviewed every 3 years for accuracy and updated as needed.
- Works with the appropriate campus offices, such as Research Faculty HR and CU Talent Acquisition, to advertise and recruit for new positions and vacancies.
- Ensures hiring managers have a smooth recruitment process by communicating with the search committee, reviewing applications, corresponding with candidates, scheduling interviews, and preparing offer letters.
- Manages student fellowships, such as the Dissertation Completion Fellowship, by submitting appointments to the HRSC and processing Graduate Awarding Forms through the Graduate School, collaborating with Graduate Advising staff when appropriate.
- Ensures all hires are submitted to the HRSC to be entered into the Human Capital Management (HCM) system in a timely manner.
Employee Support:
- Manages the employee lifecycle from initial recruitment through offboarding and the exit process.
- Provides onboarding support to new hires and ensures a smooth and welcoming experience. Confirms that training plans and performance management plans are put in place for non-student hires.
- Submits, reviews, and maintains all personnel transactions to the HRSC. These transactions include, but are not limited to: hires, terminations, pay rate, funding, and supervisor changes.
- Assists the Department Chair with managing the department’s organizational structure. Recommends revisions and assists in implementation of these changes through the CEAS Operational Planning process.
- Manages the visa application process for international employees and visitors by collaborating with International Student & Scholar Services (ISSS). This includes assisting with DS-2019 applications and extensions for F and J scholars as well as H-1B applications. Advises new international student employees and their supervisors on how to initiate the process to acquire a Social Security Number.
- Manages HR issues for the department, keeping the Department Chair informed and looping in for support as needed. Advances concerns to the College of Engineering & Applied Science Human Resources (CEAS HR) when necessary.
- Works with CEAS HR to stay up to date on College & University policy, reviewing and adjusting department policy when necessary, and updating department personnel as needed.
- Facilitates regular meetings with the Department’s staff to share updates and network.
- Leads community building activities among the faculty and staff, such as retreats and social gatherings, to build positive culture.
- Coordinates with college peers such as Engineering Staff Council (ESC) and CEAS HR to create opportunities for employee networking.
Payroll and Finance:
- Serves as first point of contact for payroll inquiries, providing clarifying information or addressing discrepancies in a timely manner and collaborating with the CEAE finance team as needed.
- Sends timesheet reminders to bi-weekly employees and their managers.
- Submits late payment requests to the HRSC when timesheet deadlines are missed or submitted incorrectly.
- Attends and contributes to regular meetings between finance and HR staff within the department.
FACULTY SPECIALIST
Recruitment and Hiring:
- Manages the administrative processes for hiring tenure-track, tenured, teaching faculty, research professors, and temporary faculty, such as Lecturers and Adjoints.
- Collaborates with Department Chair & finance staff to ensure appropriate headcount is allocated each fiscal year for faculty recruitment.
- Works with College of Engineering & Applied Science Faculty Advancement (CEAS FA) and department Search Chairs to draft and advertise position descriptions in accordance with College and Campus guidelines.
- Assists search committees with scheduling interviews and dispositioning candidates as reviewed.
- Works alongside the Search Chair to schedule on-campus interviews for final candidates, including: arranging travel, preparing itineraries, scheduling meetings, and ensuring the candidates receive clear communication throughout the recruitment process.
- Prepares offer letters and memorandums of understanding (MOUs) for new hires.
- Ensures new hires are submitted to the HR Service Center (HRSC) to be entered into Human Capital Management (HCM) in a timely manner.
- Initiates and manages the application process for new faculty hires who need visa sponsorship by collaborating with International Student & Scholar Services (ISSS).
- Provides onboarding support to new hires and ensures a smooth and welcoming experience.
Employee Support:
- Collaborates with CEAS FA on personnel actions related to CEAE faculty throughout the employee lifecycle in accordance with College and Campus guidelines.
- Manages the administrative processes for tenure-track and tenured faculty Comprehensive Review, Promotion & Tenure (CRPT) and post tenure review, teaching faculty reappointments and promotions, and research professor reappointments and promotions. Ensures all materials are produced and delivered by established deadlines.
- Oversees the annual faculty merit evaluation process and ensures reviews are completed and signed by campus deadlines.
- Creates, organizes, and maintains faculty personnel files, spreadsheets, and other related documentation.
- Processes paperwork and maintains proper documentation associated with retirement, leave, and sabbatical and ensures these are reflected accurately in HCM.
- Works with CEAS FA to stay up to date on College & University policy, reviewing and adjusting department policy when necessary, and updating Department Chair and faculty as needed.

What We Can Offer
The starting salary range is $72,000 - $76,000 annually. Relocation assistance is available within CEAS guidelines.

What We Would Like You to Have
- Master's degree in Business Administration, Human Resources, or related field.
- Previous payroll or administrative experience.
- Human resources experience in a higher education setting.
- Knowledge of the HR policies and procedures of the University of Colorado, or of another university part of the Association of American Universities (AAU).
- Experience using a human resources information system, preferably HCM.
- Experience working with faculty or faculty processes.
- Familiarity with the university’s student information and course scheduling systems.
- Sensitivity to and appreciation of cultural, political, and geographical differences, with ability to work well with faculty, staff, and students from around the world.
